Chandler is a professional services firm founded by Steven Chandler Hall. The consultancy provides management services to owners for projects in the built environment for planning, development, design and construction.

Steve has a long career in various management roles on a diverse range of projects in the US and overseas. He has incorporated sustainable development features throughout his career. To best serve his clients, he saw the need to expand his role with similarly minded professionals with complementary skills. In particular he saw the emerging market for high performance or “Green” projects. The firm he created has the expertise and experience for all facets of residential, commercial and institutional projects.

Chandler provides a personalized service with a cross pollinating skill base small enough to tailor precise solutions to specific client needs. The firm was founded on the hallmark premise of adding value.

  • Steve Chandler Hall
    Managing and Project Executive

    BA Architecture, Princeton University; graduate studies, land and city planning, UCSD. Steve is the founder and Managing Partner of Chandler. He personally oversees the management of individual projects and oversees respective project teams in the execution of activities for the owner.


From the world of design his interests evolved into project management. After his service as a USN pilot, he joined Bechtel in San Francisco. His work included nuclear and fossil power plants and the creation of a new city in Borneo as Senior Project Planner. Subsequently for a consulting firm, he successfully executed the work out of a contractor default on 22 projects of $500M (1981) in bonded value across the US for Travelers.

    Over 30 years experience in project management of both design development and construction of numerous projects across the United States and in several countries overseas informs his work. Steve has a unique background in a diversity of projects that range from heavy industrial to high-value commercial and residential. In addition to building design and construction, Steve has extensive experience in pre-construction planning, land development and infrastructure related to site work development.

As a result of his official role in the 1996 UN Habitat II Conference in Istanbul, Turkey; Steve has been exploring and implementing options of bringing sustainable development practices into his work and into the mainstream of design and construction. Based on the recent Chandler project of an energy retrofit of the Princeton Club of NY, he published a white paper with Environmental Design+Construction promoting a national retrofit program. Steve is a guest lecturer on the subject at the New York University Shack Institute of Real Estate Center for the Sustainable Built Environment (SBE).
  • Jeff Feigin
    Project Manager

    Jeff is a Professional Engineer with a Bachelors Degree in Mechanical Engineering and a Master’s degree in Environmental Engineering from University of New Haven with courses at Yale School of Forestry and Environmental Studies. He completed both degrees in six years with Honors and full funding, while working full time and supporting a family of six. He is a LEED AP and has over 25 years of broad based international engineering experience, grounded in management and project engineering practices. He worked in a Fortune Five Hundred Company and for over 15 years successfully ran his own Engineering Company.

    His experience ranges from office management and computerized environmental technology, to energy audits, indoor air quality, on-site planning/design, resource/project development, project management, innovative energy technologies and environmental assessments. Jeff has knowledge in environmental review strategies that ensure sound environmental practices within the development or clean-up processes. He is a proven creative problem solver with experience in project creation, implementation and management.
  • Marty Haslam
    Project Manager

    Marty studied Environmental Studies and Anthropology at Southampton College, Southampton, and NY and at Western Carolina University, Cullowhee, NC, and has for over 30 years been working as a supervisor and project manager in the construction field.

    As a supervisor since 1977, he has worked on numerous high profile projects in the Connecticut and New York regions rising to the position of Project Manager.

    A beginning as a tradesperson led to greater responsibility and experience that continues to grow today. His understanding of both the design and execution phases of elaborate construction projects has been put to frequent use as a knowledgeable and valuable link between owners, architects and contractors. His innate ability to troubleshoot problems and approach them with the intent to resolve an issue through collaboration has won him the respect of many of the professionals he has worked with over the years.

    His long term interest in environmental issues has finally taken hold and he is taking steps to work proactively with the design and construction community to proliferate the knowledge that we all need to make a better sustainable existence.
  • Marty Haslam
    Energy Consultant

    John has extensive experience in the management of design and implementation of very efficient thermal electric systems to reduce the energy requirements of buildings. He is gratified to see the swing to concerns of energy costs savings and keeps abreast of all developments in this field including renewable options. John is well versed in all aspects of power and cost reduction measures including incentives, power purchasing agreements as well as controls and operations.

    His 20 plus years of both laboratory product development and field experience as a licensed energy/mechanical engineer uniquely qualify him to identify and create custom designed energy-based solutions for customers. The breadth of his knowledge encompasses a variety of types of equipment from chillers and generators to heat pumps and geothermal as well as all the ancillary support equipment and systems that are components.  He is one of a handful of engineers in the U.S. who understand the full dimensions and can achieve the full potential of engine driven cogeneration systems at the least cost for the maximum benefit.

    A recent project with Chandler is The Princeton Club of New York.  The new cogeneration system will save 50% in energy consumption and with the escalation in energy costs; the club in 2012 is projected to save over 70% of what it otherwise would have paid.  The project is registered for a LEED Gold certification. It has become a model of building retrofit achievements for the New York University Schack Institute of Real Estate, Center for the Sustainable Built Environment (SBE).

    John works at both ends of the building spectrum for residential and large commercial projects for both private and municipal clients. He has worked on a variety of projects with a number of noted companies and organizations:  Gas Technology Institute (GTI); Siemens Building Technologies; Equity Office Properties; Northern Power Systems; York International; Briggs & Stratton; Tecogen, Inc.; Monroe County, NY;  and the  Global Reporting Initiative.
    Real Estate Finance Consultant

    Frank is an experienced real estate professional with extensive commercial real estate and finance experience. He has acted throughout his career in an asset management advisory capacity representing property owners with finance, management and development issues.

    Mr. Owens has provided real estate advisory services to both private wealth and institutional real estate clients for over 20 years. Some of the institutional firms with whom he has worked include: W. P. Carey, UBS Asset Management, Prudential Realty Group, Jones Lang Wootton Realty Advisors (now Clarion Partners), Deutsche Bank and Merrill Lynch. He has worked across the United States and with all asset types ranging from regional malls and high-rise office buildings to specialty assets such as self-storage facilities.

    Mr. Owens brings to Chandler’s energy efficiency projects a focus on economic and financial feasibility and access to capital. Whether an owner chooses to self-fund a project given attractive payback terms, Mr. Owens will provide third party financing alternatives that substantiate the project’s viability. He has access to a variety of private and public sources of capital for projects.

    Mr. Owens received an MBA from Cornell University and a joint liberal arts and civil/environmental degree from St. Lawrence University and Clarkson College.
  • Diana P. Quintero
    Assistant Project Manager

    Diana has a degree in Architecture as well as a masters degree in Construction Management from universities in her native country of Colombia. Diana’s background includes ten years of experience with construction companies in her country. From 1995 to 2000, she was the project manager on several projects.

    Her principal duties were the administrative and technical aspects on construction sites, and dealing with all the trades. Technical supervision included optimization of resources: materials, equipment and workmanship; Administrative supervision included making all the necessary adjustments in order to achieve the best value for investment.

    Her experience for Chandler includes planning and executing construction programs for both large and small-scale projects. Her expertise includes project scheduling, communication and coordination of subcontractor’s activities, preparation of cost analyses, and preparation of status reports, organizing, assembling and reviewing proposals for bids and all the required project cost controls.

    Computer skills are in MS word, excel, project and QuickBooks.

    She is bilingual in Spanish and English.
  • Simin Kayod
    Business and Marketing Manager

    Simin  (Simi) has a  BA  in environmental studies from SUNY Purchase, a Professional Event Planner certification and a CT Real Estate license.  She owned and operated her own toy store business in New Canaan while raising her two children. Subsequently she took a position as an event planner for a major pharmaceutical company.  For Chandler she provides all office management and supplements as required in support of projects.  She has also assumed the role of research and marketing.
